RCH Group: Supporting California’s Clean Energy Transition
RCH Group provides CEQA expertise for solar photovoltaic (PV) and battery energy storage projects ranging from local electric vehicle (EV) infrastructure to the utility-scale solar and battery storage systems. RCH recently supported a CEQA exemption for an EV charging and solar facility in Blythe, including 118 chargers, on-site storage, and backup power using natural gas.
Most recently, on May 12, 2025, the Final Staff Assessment for the Darden Solar Clean Energy Project was published, the largest proposed solar energy facility in the United States. As a CEQA consultant to the California Energy Commission (CEC), RCH authored major sections of the Environmental Impact Report for the up to 4,600 MWh Battery Energy Storage facility and 1,150 MW solar field spanning 9,500 acres in western Fresno County. The RCH team authored the Mandatory Opt-In Requirements (AB 205), Cumulative Scenario, Alternatives, Hazards, Hazardous Materials/Waste, and Wildfire sections. RCH also We provided key support on Land Use, Environmental Justice, Transportation, and Worker Safety/Fire Protection.
